Safeguarding Requires More Than Just Blocking Content 

Recent updates to the Department for Education's Filtering and Monitoring Standards, alongside guidance from the UK Safer Internet Centre, have reinforced an important message for schools: effective safeguarding requires both filtering and monitoring.

While these technologies are often discussed together, they serve distinct purposes. Understanding the difference is essential for schools looking to strengthen their safeguarding strategy and meet evolving expectations

Understanding the Difference

Filtering helps control access to harmful, inappropriate or illegal content. It acts as a preventative measure, reducing the likelihood of students encountering online risks and helping schools create safer digital learning environments.

Monitoring, on the other hand, provides visibility into online activity. It helps schools identify potential safeguarding concerns, recognise patterns of behaviour and support early intervention where needed.

The latest guidance places greater emphasis on schools understanding the role each technology plays and ensuring both are used effectively as part of a wider safeguarding approach.

Why Both Matter

Filtering is an essential first line of defence, but it can only prevent access to risks it has been configured to recognise. It cannot always provide context around a student's online behaviour, identify emerging wellbeing concerns or highlight patterns that may indicate a safeguarding issue.

Monitoring helps bridge this gap by providing visibility into online activity. It enables schools to move beyond simply blocking content and towards a more proactive safeguarding approach, helping staff identify concerns early and support students before issues escalate.

Put simply, filtering helps prevent exposure to risk, while monitoring helps schools understand intent and identify when intervention may be needed.

Moving Beyond Compliance

One of the key themes emerging from recent guidance is the importance of using safeguarding technologies as part of an ongoing process rather than a simple compliance exercise. 

Monitoring insights can help schools make more informed decisions about their filtering policies, identify emerging trends and ensure controls remain appropriate for the needs of their students.

This joined-up approach helps schools strike the right balance between protecting students from harm and providing access to the resources they need to learn and thrive online.
